A new arcade?

Eh? A new Arcade?! Arcades are a rare species for a few years now. Not only a new arcade went in business, it managed to be alive & well even today. The arcade? Simply called "Paul's Video Arcade." it opened up in 2005 & still in business today. Which got me thinking, how can a new arcade open up these days & still be successful? Ok, I admit I was dramatizing a little bit. Still, I have a few questions.

What's the average start up cost for an arcade?

Arn't more arcades at Wisconsin* than Illinois? (Quite a naive question.)

*-The arcade I was talking about is at Regency Mall in Racine, Wisconsin.
